Abstract

This study investigates the structural enforcement of guilt-by-association system (yeonjwaje) following the Jeju 4⋅3 Incident by analyzing official records preserved in the National Archives of Korea. Whereas previous studies have focused primarily on oral testimonies from victims, this research foregrounds the role of state institutions—particularly the intelligence and administrative apparatus—in systematically identifying, surveilling, and excluding individuals based on ideological associations. The study reveals a vertically integrated surveillance network originating from the Korean Central Intelligence Agency (KCIA), extending through ministries such as the Ministry of Education and the Ministry of Oceans and Fisheries, down to local institutions. Official documents demonstrate that victims and families of the Jeju 4⋅3 Incident were not merely casualties of localized violence, but long-term targets of institutional discrimination. By situating the yeonjwaje system within the framework of administrative control and ideological policing, the paper underscores the need to recognize state responsibility and restore the honor of affected individuals in accordance with constitutional and human rights principles.
