일가족양립정책과 노동시장 젠더 형평성의 관계에 대한 연구

본 연구는 일가족양립정책과 노동시장 젠더형평성의 관계를 실증 분석한 연구 이다. 보육서비스, 휴가정책, 조세정책, 가족친화적인 근로시간 운영으로 범주화 되는 일가족양립정책의 주요한 목표에는 노동시장에서의 젠더 형평성으로 요약 될 수 있는 여성 고용 증가와 임금의 젠더 형평성이 포함된다. 본 연구에서는 노 동시장 젠더형평성에 영향을 미칠 수 있는 다른 변수들을 통제한 상태에서 일가 족양립정책 각 범주의 영향력을 실증적으로 분석하기 위해 일가족양립정책이 발 전한 OECD 16개국 21개년 자료를 결합시계열 분석방법을 이용하여 분석하였다. 분석결과 가족서비스지출비율은 여성 고용을 통계적으로 유의미하게 증가시키고, 남녀임금격차를 통계적으로 유의미하게 감소시키는 것으로 나타났다. 또한 육아 휴직기간은 여성고용을 통계적으로 유의미하게 증가시키며, 남녀임금격차를 통계 적으로 유의미하게 감소시키는 결과를 보였다. 이는 일가족양립정책인 가족서비 스지출, 육아휴직 등은 여성노동시장의 젠더형평성 즉 여성 고용과 남녀임금비율 을 증가시킨다는 것을 실증적으로 보여주는 결과이다. 이러한 분석결과는 정부의 일가족양립정책 확대-보육서비스 지출 증가, 출산휴가와 육아휴직의 실질적 보장 의 근거 자료로 활용될 수 있을 것이다. 또한 본 연구의 분석결과를 통해 보육서 비스 지출을 보다 증가시키고 육아휴직의 실효성을 강화하는 방향의 일가족양립 정책을 추진해야 한다는 정책적 함의를 도출할 수 있다.
Abstract
This study analyzed empirically the relationship between workfamily balance policies and gender equity in labor market. Gender equity in labor market is one of the main objectives of work-family balance policies composed of childcare services, parental leave, tax benefit and family-friendly workplace. Female employment and those relative wage to male wage is the proxy of gender equity in labor market. Analyzed dataset is that of 16 OECD countries during 1980～2000(pooled time series dataset). Pooled time series analysis results show that as family service expenditure increases so female employment and the coefficient remains statistically significant. In addition, as parental leave duration increases so gender wage ratio increases and coefficient remains statistically significant. These results are corroborative facts that work-family balance policies strengthen the gender equity in labor market. The increase of childcare service expenditure and effective parental leave are suggested based on these results.
