Abstract
This study investigated the factors that influence the military application of new technologies by the causal process tracing about US decision to develop a hydrogen bomb. The study found that when proponents argue from a security perspective and opponents from an ethical standpoint, the stronger the perceived security threat posed by the new technology, the greater the likelihood of its military application. Furthermore, the spread of security threat awareness has been characterized by a convergence of opinions in the direction of agreeing on the need for military use, as the debate between government and political actors unfolds in line with Allison’s policy decision theory. As countries become increasingly aware of the security threats posed by new technologies like artificial intelligence, the debate over their military applications is likely to intensify, with proponents arguing that their use should be maximized from a security perspective, much like the development of hydrogen bombs, while critics will likely push for restraint from an ethical standpoint. To address the security concerns surrounding the military use of new technologies in the future, we need a clear and compelling counterargument that balances ethics and science.
