Abstract

Under Kim Jong-un’s leadership, North Korea has transitioned from a discourse of national unification based on ethnic community to one centered on state-oriented identity. This study analyzes how this political discourse shift —marked by the rise of "Our State First" (Uri Gukka Jeiljuui) and the formalization of the "Hostile Two-State Theory"—has transformed the country’s cultural and artistic policies and modes of expression. Beginning in 2017, the "Our State First" ideology weakened symbolic ethnic unity and emphasized regime-centric identity formation. In 2023, the official declaration of the "Hostile Two-State Theory" defined South Korea as an explicit enemy, signaling a structural departure from the ideological basis of unification discourse. This study divides the ideological transition into three stages: (1) the Ethnic Community Phase (before 2017), (2) the Rise of "Our State First" (2017– 2023), and (3) the Formalization of the Hostile Two-State Theory (post-2023). It then compares artistic themes and expression strategies across literature, performing arts, visual media, and music in each period. The study also examines legislative controls such as the "Law on the Rejection of Reactionary Thought and Culture," the "Law on the Guarantee of Youth Education," and the "Law on the Protection of Pyongyang Cultural Language," to demonstrate that the arts function not merely as passive reflections of ideology, but as active instruments of emotional governance. North Korean cultural policy reinforces national identity by continuously reproducing state-centered symbols such as "Great Nation," "Self-Reliance," and "Our State," while erasing ethnic symbols. This cultural-political strategy may deepen psychological division and cultural disconnection between the two Koreas, calling for new inter-Korean discursive frameworks and cultural policy approaches to mitigate such emotional polarization.
