Abstract
This paper presents a qualitative case study utilizing life-history interviews to examine the triple structural disadvantages of ethnicity, aging, and living environment faced by elderly Zainichi Koreans, using the city of Ichikawa, Chiba Prefecture. The analytical framework consists of three layers: (1) the discrepancy between institutional inclusion and lived practice, (2) compound vulnerabilities rooted in historical trajectory, and (3) the potential for participation towards new models of coexistence. The analysis reveals that institutional exclusion stemming from colonial history (e.g., the non-pension problem) and the limitations of the universalist approach inherent in contemporary multicultural coexistence policies collectively reproduce compound social marginalization. Based on these findings, this study proposes the construction of a new multicultural coexistence model informed by historical accountability and cultural competence. Ultimately, this research aims to provide a conceptual and practical framework that shifts the discourse on multicultural coexistence from "quantity" to "quality"—that is, from the number of support recipients to the substance and appropriateness of the support itself.
