고령 이주민의 돌봄의 자격 - 일본 고베정주외국인지원센터(KFC)의 고령 이주민 지원 사례를 중심으로-

본 논문은 국가 사회복지정책에서 배제된 고령 이주민의 ‘돌봄을 받을 자격’에대해 논의한다. 합법이든 불법이든 모든 이주민은 저임 혹은 무임 노동을 수행하며유입국의 사회 건설에 기여 하는 존재이며, 이들이 고령화되었을 때 누가 이들을돌봐야 하는가 또한 중요한 사회적 이슈이다. 본 논문은 일본 고베정주외국인지원센터(Kobe Foreigners Friendship Center)에 대한 사례연구를 통해, 돌봄 취약성에 노출된 고령 이주민에게 제공되는 돌봄서비스의 내용을 분석한다. 연구진은 센터가 운영하는 돌봄시설에 대한 현장조사를 수행했고, 리더와 활동가들에 대한 인터뷰, 문헌조사 및 통계자료 등을 분석했다. 여전히 많은 수의 이주민은 일본 정부의 사회보장제도에서 배제되어 노후생활을 영위하는 데 어려움을 겪고 있다. 센터는 고령 이주민이인생의 말년에 존엄한 돌봄을 받으면서 생을 마무리할 수 있도록 이들의 수요에맞는 다양한 돌봄서비스를 확장해왔다. 또한, 고령 이주민의 문화적 근거를 존중하고, 서비스 이용자 간의 문화적 교류를 증진하는 다문화 공존 지향의 돌봄을 실천하고있다. 이 사례는 글로벌 에이징(aging)에 대한 지식, 상상력, 해결책을 포함하는 고령이주민 통합정책의 대안적 틀을 구성해내는데 유의미한 시사점을 제공한다.
Abstract
This article aims to discuss the deservingness of elderly migrants excluded from the national social welfare policy. All migrants, whether legal or undocumented, contribute to the social construction of the host country by providing low-paid or unpaid labor. It is also an important social issue who should take care of them when they are aging. This article analyzes the Kobe Foreigners Friendship Center(KFC) activities in Japan, which has met the care needs of elderly migrants. The researchers conducted fieldwork on the elderly care facilities at KFC, interviewed leaders, and activists, and analyzed relevant literature and statistical data. Many migrants are excluded from the Japanese government's pension system and have difficulties in leading a life of old age. Care service users at KFC are encouraged to develop a multicultural coexistence concerning cultural roots and cultural exchanges. The KFC's case is meaningful in expanding knowledge, imagination, and solutions for global aging by providing significant implications for constructing an alternative framework for an integrated policy for elderly migrants.
