Abstract
This paper discusses the dilemma that exists in reforming the political system in a direction favorable to the formation of a welfare state in Korea. While the developmental regime was successfully operating, a certain degree of employment stability through economic growth served as a functional equivalent to the welfare system. After the 1997 financial crisis, Korea was transformed into a production system in which developmental protectionism could no longer operate, and thus economic instability significantly increased, but political demands for a welfare system did not increase proportionately. At the root of this contradiction is the non-correspondence between the physical environment and the conceptual environment. Although economic instability is increasing as the past developmental protectionism no longer works, the developmentalist ideational system that economic instability can only be resolved through economic growth is still maintained as the dominant social ideational system. Therefore, in order to form a welfare state in the Korean society, it is necessary above all to break away from the path dependence of the developmental ideational system. One of the elements necessary to break away from the path dependence of the developmentalist ideational system is the reform of the political system. The basic framework of the current Korean political system is composed of ‘presidential system - majority system - two party system.’ The composition of such a political system reduces the political space of norm entrepreneurs who are a political minority and thus acts as a factor that makes it difficult to break away from the path dependence of the developmentalist ideatioanl system. The political space of the political minority can be expanded the most in the arrangement of the political system of “parliamentary system – proportional system - multi-party system.” However, given the strong political legitimacy of the presidential system, it is almost impossible to change the presidential system into parliamentary one in Korea. In the case of the ‘presidential system - proportional system - multi-party system,’ the number of veto power actors may increase, resulting in a stalemate in policy making. This stalemate in policy-making will act as a factor that delays the formation of a welfare state. In this respect, the fact that the presidential system has a very high political legitimacy in Korean society is the biggest dilemma in reforming the political system for the formation of a welfare state.
