Abstract

This paper examines local governments in Japan where population and fertility rates have increased, analyzing the key factors behind these demographic changes and the policy environments that have enabled the implementation of differentiated strategies tailored to regional characteristics and challenges. The recent slowdown in population decline—or even population growth—in some areas is attributed to locally driven, customized policies. These municipalities have focused on revitalizing local economies by creating jobs for younger generations, fostering local industries, and improving housing conditions, while also promoting women-friendly environments that support the balance of childcare and stable labor market participation. Such initiatives have proven to be critical success factors in responding to population decline.
