이 글은 인도의 지방자치단체로서 그람 빤짜야뜨를 서벵갈 주(state)의 바만가뜨 빤짜야뜨 사례를 통해 예산집행의 자치권, 주민참여 및 구성원의 책임성, 정당 간섭으로 부터의 자유를 중심으로 살펴보고 있다. 분석결과 중앙정부와 주정부의 하향전달식 발전모델 때문에 그람 빤짜야뜨 단위에서 예산집행에 대한 자치권이 부족한 것으로 나타났다. 또한 빤짜야뜨 의 여러 업무들, 특히 정기적인 회의와 선거에 주민들은 물론 구성원들의 참여율이 저조한 것으로 확인되었다. 반면에 빤짜야뜨가 수행하는 마을의 중요 개발 프로그램뿐만 아니라 쁘라단의 선정과 빤짜야뜨 행정사무요원을 채용하는데 있어 지역정당의 간섭은 매우 높은 것으로 나타났다. 그러나 현지조사 결과 바만가뜨 빤짜야뜨 구성원들의 대부분은 정당간섭을 빤짜야뜨 자치권에 대한 심각한 도전으로 받아들이지 않고 있었다.
Abstract
This paper examines Bamanghat Gram Panchayat in West Bengal as a local-self government in India. Concentrating on the autonomy of budget execution, the people's participation and responsibility of the Panchayat members, and freedom from political parties' interventions, this analysis shows that there is lack of autonomy in the Panchayat to execute the budget due to top-down development model of the central and state government. It also finds that there is very low rate of peoples' and the Panchayat members' participation in various Panchayat matters, especially in regular meetings and elections in the Panchayat. Whereas there is a high degree of local political parties' interventions not only in important development programs of the villages but selection of the Pradhan and appointment of administrative officials in the Panchayat. A field survey undertaken in this context, however, identifies that almost none of members of Bamanghat Panchayat regard this problem as a serious challenge for autonomy of the Panchayat.
