Abstract
India introduced local self-government system in the 1990's. Its historical root is the so called Panchayat which has been considered the traditional system of self-governance at the grass roots level in rural India. This article tries to look into the origin of local self-government system in India. It is not clear when the concept of Panchayat was shaped. Since the British period, many political Indian leaders have emphasized the necessity of institutionalizing the conception of Panchayat so that India's perception as a democratic welfare state could be fulfilled. This article examines the characteristics of Sabha and Samiti which were democratic institutions in ancient India and also introduces traditional village governance system. Both Sabha and Samiti were closely related to the central power of the state and did the functions of administration, assembly and judicature in a mixed way. However, it may be defined that Sabha was more concerned with the central administration and judicature, while Samiti had the characteristic of central assembly . Village in ancient India was the basic and core unit of social and economic life and the affairs of village were administerd by the self-government system. Gramani, the village headman in the Vedic period, was the foremost village administrative officer as well as the member of royal entourage. However there was a village assembly to attend to various tasks relating to village administration, and to help and guide the headman and also to control him. The village enjoyed considerable autonomy and were to some extent like little republics. The village organized a hierarchy of its society, from the Brahmin downwards. Usually everyone in the village had to contribute his share of the cost of common project, festivals and entertainments.
