최근 對인도 시장 진출에 있어 농식품 부문의 성장 잠재력과 비관세조치의 중요성이 더해짐에 따라, 본 연구는 1995∼2020년 인도의 농식품 부문 TBT와 SPS 조치가 인도 수입에 미치는 영향을 실증분석 하였다. 분석 결과, 인도의 농식품 부문 TBT와 SPS 조치는 당해연도 수입에는 별다른 영향을 주지 않았지만, 일정 기간 시차를 두고 무역장벽이 되었다. 다만, TBT 조치는 단기에 부정적인 영향이 그쳤지만, SPS 조치는 장기에 걸쳐 부정적인 영향이 지속된 것으로 나타났다. 무역상대국의 소득수준별로 살펴보면, 인도의 TBT와 SPS 조치는 저소득 국가군의 對인도 수출에 더 현저한 부정적인 영향을 준 것으로 나타났다. 고소득 국가군의 경우 인도의 TBT 조치가 소비자 신뢰 제고 효과 등으로 인해 장기적으로 對인도 수출에 긍정적인 영향을 주기도 하였다. 이들 분석 결과는 우리 식품 수출기업이 인도 시장에 원활히 진출하기 위해서는 비관세조치를 효과적으로 대응해야 함을 시사한다. 또한, 우리 제품의 기술혁신을 통한 수출 식품의 품질향상과 인도 내 확고한 인증 인프라 구축을 통한 제품 신뢰 확보가 인도 농식품 부문의 비관세조치를 극복하는 데 중요한 해결책이 됨을 시사한다.
Abstract
This paper empirically examines the effects of India's TBT and SPS measures on India’s imports in agriculture industry during the 1995―2020 period. The empirical results show that India's TBT and SPS measures in agriculture industry affected negatively its imports with a time lag. The trade barrier effects of TBT were short-lived, while those of SPS continued longer. By trade partners, the trade barrier effects of India’s TBT and SPS in agriculture industry were prominent on imports from low income countries, while they promoted imports from high income countries with an increase in consumer trust. These results imply that exporters in agriculture and food industry should effectively correspond to India’s non-tariff measures by upgrading product quality and building infrastructures of a certification system.
