이슬람 국가의 경제성장으로 인해 할랄식품 시장의 규모가 커지고 있고, 국제무역에서 할랄인증 제도에 관한 관심이 높아지고 있다. 신보호무역주의로 인해 각국의 비관세장벽이 높아지는 현실에서, 할랄식품 산업에서의 기술적 조치(TBT, SPS)가 수출에 미치는 영향을 분석하는 것이 매우 필요한 시기이다. 본 연구는 2004∼2017년 동안 할랄식품 수출 상위 10개국과 중동과 동남아시아 지역 내 10개 이슬람 수입국을 대상으로 이를 분석하였다. 분석결과, 이들 수입국의 TBT와 SPS는 할랄식품 수입에 긍정적인 영향을 주는 것으로 나타났으며, 분석대상을 중동지역으로 한정해도 같은 결과가 나왔다. 그러나 동남아시아 지역에서는 TBT와 SPS의 결과가 각각 음(-)과 양(+)의 결과로 상이하게 나타났다. 동남아시아 지역의 경우, SPS 조치를 통한 ‘규제내용’은 수출기업에 현지 시장의 정보를 제공하고 소비자의 제품 신뢰를 높여 수출을 증가시켰지만, TBT 조치를 통한 ‘시험인증절차’는 생산비용을 높여 무역장벽으로 작용한 것으로 보인다.
Abstract
The economic growth of Muslim countries has led to the enlargement of halal food market and thus Halal food certification is becoming a hot issue in international trade. This paper empirically examines the impacts of technical barriers to trade(TBT) and sanitary and phytosanitary measures(SPS) on Halal food exports to Middle East and Southeast Asian countries during the period 2004-17. The empirical results show that both TBT and SPS have positive effects on exports in general. Such positivie effects mainly come from exports to Middle East countries. However, TBT and SPS measures have contrasting results in Southeast Asian countries: the effects of TBT are negative, but those of SPS are positive on exports to Southeast Asian countries. These results imply that trade barriers of technical measures are mainaly due to conformity procedures, rather than contents of regulations, in the Southeast Asian Halal food market.
