2022 개정 교육과정에서는 개별 학교에서 선택 과목을 개발하고 개설할 수 있는 학교자율시간이 새롭게 도입되었고, 지역별로 학교자율시간 관련 안내 자료를 제공하고 있다. 본 연구에서는 지역 교육청이 학교 교육과정을 지원하고 안내하는 역할을 수행해야 한다는 관점으로, 학교에서 학교자율시간 관련 의사결정 및 실행 과정을 기반으로 분석 기준을 개발하여 6개 지역의 학교자율시간 안내자료를 분석하였다. 연구의 결과, 학교자율시간의 토대와 편성·운영, 개설 과목 신청서 양식 등 모든 지역에서 갖추고 있는 항목이 있었던 반면, 가용 자원 확인, 평가와 기록, 선택 과목 개발 절차 등 필수 안내 항목이 결여된 경우도 있었다. 연구의 결과를 바탕으로 다음과 같은 개선 방안을 제안하였다. 첫째, 학교자율시간 관련 의사결정의 모든 단계에 대한 안내를 포함할 필요가 있다. 둘째, 선택 과목 개발 및 선정에 관한 자세한 절차와 설명을 포함할 필요가 있다. 셋째, 학교자율시간 개설 과목의 편성과 시수 배정에 관한 교원 협의에 관한 지원 사항을 포함할 필요가 있다. 넷째, 학교의 실제 운영 현황과 교원의 의견에 대한 지속적인 조사와 반영, 개선이 요구된다.
Abstract
In the 2022 Revised Curriculum, "school autonomy hours" were newly introduced, allowing individual schools to develop and offer elective courses. Regional offices of education have been providing guidance materials on these autonomy hours. From the perspective that regional education offices should support and guide school curricula, an analysis framework was developed based on the decision-making and implementation processes related to school autonomy hours in schools. This framework was used to analyze guidance materials from six different regions. The results of the study revealed that certain elements, such as the foundation of school autonomy hours, organization and operation, and course application forms, were commonly present across all regions. However, essential guidance elements such as identifying available resources, assessment and record-keeping, and the procedure for developing elective courses were sometimes missing. Based on the findings, the following improvement measures were proposed: first, guidance should cover all stages of the decision-making process related to school autonomy hours. Second, detailed procedures and explanations for the development and selection of elective courses should be included. Third, support for teacher collaboration regarding the organization and allocation of hours for courses offered during school autonomy hours is necessary. Last, continuous surveys and reflection on the actual operation of schools and the opinions of teachers are required for ongoing improvement.
