Abstract

The Institutionalization and Constitution of Chinese Communist Party During the Period of ReformThis article examines institutionalization of Chinese Communist Party (CCP) after reform. For this purpose, it analyzes the party constitutions, which revised at CCP Congress, from 12th to 16th Congress. The revised party constitutions of 12th- and 13th Party Congress have various party disciplines and organs for institutionalization, such as democratic centralism principle, revival of Central Discipline Inspection Committee, establishment of Secretriat and General Secretary. But in the party constitutions after 14th party Congress, inserted such ideology as Deng' Theory and the Theory of "three Represents", in order to strengthen legitimacy of party and stabilize of political system, While that have some party disciplines about formal norm. This article argues that in the party constitution the principle of Communist party leadership is single most important organizing principle. however it is likely that party reform toward 'rule of law' would continue in the future, notwithstanding the weakening of formal channel and institutionalization, the growing role of ideology, as well as the uncertainty within party constitution.
