청･러 국경분쟁 초기 동북 지역 청 水軍에 관한 연구

본 연구는 청･러 국경분쟁 초기 청의 동북팔기 내 수군에 관한 연구이다. 당시 양국의 전투가 주로 水戰이었다는 것과 러시아의 남하가 강을 통해 이루어졌다는 점에서 양국 수군의 역할이 중요했다. 그러함에도 이때의 수군에 대한 연구는 육군에 관한 연구보다 미진한 상태이다. 이는 무엇보다 개방된 자료 속에 육군과 관련된 내용이 많고, 수군과 관련된 내용이 적었기 때문이다. 그런데 2010년대 후반부터 中國第一歷史檔案館이공개한 자료 속에 동북팔기의 수군 보강과 관련된 도니 당안과 어헐리 당안, 衛周祚 당안 등의 자료가 포함됨에 따라 이에 관한 연구가 가능해졌다. 본 연구는 이러한 최근 개방된 당안 자료와 기존의 자료를 교차 검증하여 청 동북팔기 수군의 변화와 그에 따른 전황의 변화를 연구했다. 먼저청과 러시아의 분쟁 초기 수전 양상을 분석한 뒤 러시아 수군에 대항하기위한 청 수군의 변화를 전선 건조와 수군 병력 보강으로 나누어 분석했다. 특히 본 연구는 당안 속에 나타난 동북지역의 지휘관, 병부와 허버이암반등 중앙부서간의 조율을 통해 수군 체계가 만주구사나 솔론구사 위주에서 우전초하 위주로 크게 변화하는 과정에 주목했다. 이 과정에서 청은우전초하와 비슷한 편제로 구성된 조선군의 전선과 수군 병력을 활용하려는 시도가 있었으며, 결국 조선의 수군 병력을 통해 분쟁 초기의 승기를 가져올 수 있었다. 이러한 변화는 곧 동북지역 여러 곳에 수사영이 창설되는 동기가 되었으며, 이 수사영은 훗날 분쟁 후기에 청이 최종적으로승리하는 기반이 되었다
Abstract
While the early Sino-Russian border conflict has been widely studied, comparatively little attention has been paid to the Qing Empire’s maritime forces. This study examines the organization and development of these forces in the northeastern frontier during the initial phase of the conflict, when clashes between Qing and Russian troops occurred along the river and coastal routes of Russia’s southward expansion. Newly released documents from the First Historical Archives now make it possible to reassess the Qing Empire’s maritime defenses in the northeastern frontier during the early Sino–Russian border conflict. Using these documents alongside existing records, this study reconstructs how the Qing organized and restructured its maritime forces in response to Russian expansion. It focuses on two key aspects: the implementation of the wire-construction plan and the reinforcement of fleet capacity. In the northeastern command, authority initially rested with the Manju gūsa and Solon gūsa units but gradually shifted toward a system led by the Ujen Cooha (漢軍八旗). This transition illustrates how reforms within the maritime forces of the period helped the Qing consolidate its control over the frontier and adjust its strategy in response to Russian advances.
