Internationalizing Higher Education: Malaysian Experience as a National Case

초록

본 소고의 목적은 말레이시아 고등교육의 발전과정, 특히 최근 20여 년 동안 세계화의 영향으로 인한 고등교육정책의 변동을 세계 시장에서 국가의 경쟁력 확보라는 국제적 맥락과 다민족국가인 말레이시아에서 인종과 교육정책을 통한 국민통합이란 국내적 맥락에서 고찰하는데 있다. 이를 위해 본 연구는 첫째, 국제화의 개념적 바탕을 서술하고, 둘째, 독립이후 최근까지 말레이시아 고등교육정책 변동의 동학을 네 정책 단계로 나누어 분석한다. 끝으로 본 소고는 최근 20여 년 동안 말레이시아 정부가 심혈을 기울인 고등교육의 국제화 결과를 국제적인 기준에서 평가하고 그 한계를 분석한다. 이 같은 고찰을 통해 본 연구는 현재 말레이시아 고등교육의 국제화 정도 뿐 만아니라 그 한계와 관련된 말레이시아의 내재적인 원인에 대한 이해를 돕는데 일조한다.
