한반도 평화체제 구축논의에 대한 비판

Peace System in the Peninsula as a Dominant Discourse: a Theoretical Challenge

초록

현재 한국 정부의 정책 백서는 한반도 평화체제의 구축을 위해 현행휴전협정을 평화조약으로 대체하고 한반도에서 군비통제를 실행하는 것이 필요하다고 제안하고 있다. 하지만 이런 주장은 국제정치 이론의 측면에서 볼 때 많은 문제를 내포하고 있다. 평화조약의 체결이나 군비통제의 이행은 남북한이 이런 제도를 수용할 태도가 되어 있는 현상유지 국가인 경우에만 효과가 있으며, 현재의 세력균형을 거부하고 가능하다면 군사력을 사용해서도 이를 변경하려는 현상타파 국가인 경우에는 오히려 더욱 큰 부작용을 가져올 수 있다. 현재 남북한 문제에 있어서 가장 중요한 정책사안은 과연 북한이 현상유지 또는 현상타파 국가인가 하는 문제이며, 그에 따라 다른 정책이 필요하다.

Abstract

The ROK Government has purused a policy of a “Peace System in the Korean Peninsula” for a long time, but with shaky foundations from IR Theory. The policy suggests that the Government should replace the existing armistice treaty with a peace treaty in order to terminate the Korean War and try to restrain arms races between two Koreas. Sounding good, they would work only when North Korea is a status-quo power who is satisfied at the current and existing power balance and its institutional representations. Therefore, a critical, though forgotten, issue is whether North Korea is a status-quo power or a revisionist state. Different answers to this question will lead to different policy suggestions over various issues.
