민주화 이후의 사회정책과 복지국가 평가: 사회적 시민권의 관점에서

이 연구는 민주화 이후 한국 복지국가와 사회정책의 성격을 ‘사회적 시민권’의 맥락에서 평가하고, 그것이 경제사회적 탈독점화, 불평등과 빈곤의 축소에 어떤 효과를 가져왔는지를 검토하는 데 주된 목적이 있다. 그리고 한국의 복지레짐과 사회정책이 이 같은 특정한 양상으로 정립되게 된 원인을 아울러 규명하고자 하였다.민주화 이후, 특히 IMF 위기 이후 경제적 불평등과 빈곤은 지니계수, 소득5분위배율, 절대·상대빈곤율, 노동소득분배율의 측면에서 급격하게 악화되고 있는 추세에 있지만, 현재의 사회정책과 복지제도가 이를 억제·완화하는 데는 명백한 한계가 있음을 확인할 수 있었다. 그것은 민주화 이후 사회정책과 복지제도가 양적·질적으로 개선되고 있음에도 불구하고, 보편적인 ‘사회적 시민권’ 개념에 입각한 제도적 복지국가의 단계에 이르지 못하고 여전히 ‘잔여적’ 성격에 매몰되어 있는 점과 관련이 있다. 그리고 이러한 한국 복지국가의 취약성은 신자유주의의 압박과 개발독재의 유산이라는 구조적 요인, 생산레짐과의 연계성과 제도적 경로의존성에서 파생되는 제도적 요인, 복지정치의 취약성과 관련된 정치사회적 요인이 상호작용하여 나타난 것으로 분석되었다.
Abstract
This study aims to evaluate the nature of social policy and the welfare state in the contexts of ‘social citizenship’, and to examine how much social policy contribute to decrease poverty and economic inequality during the post-democratic era in Korea. While economic inequality and poverty have been dramatically deteriorated in terms of Gini coefficients, income distribution, poverty rates, and labor share, but social policy and the welfare state in Korea have failed to control and alleviate this tendency effectively. It related that the welfare state in Korea did not develop to the ‘institutional’ form and still remained the ‘residual’ one in spite of some improvements and institutional reforms. This study found that weakness of the welfare state in Korea have resulted from associated interactions among various structural factors, institutional factors, and political actors’ factors.
