비정규직 근로자들과 정치참여: 설문조사분석과 정책적 제안

본 연구는 한국 사회에서 경제적 어려움을 겪고 있는 대표적 집단인 비정규직 근로자들을 대상으로 설문조사를 실시, 그들의 정치참여에 있어 현실을 검토하고 참여에의 어려움을 가져오는 요인들은 무엇인지 파악하고, 나아가 제도적, 정책적 차원에서 이러한 어려움을 완화할 수 있는 방안들은 무엇인지 알아보았다. 분석 결과, 비정규직 근로자들은 불안정한 경제적 여건으로 인해 투표참여에 어려움을 경험하고 있음이 확인되었고, 이는 고용조건이 투표참여에 있어서 비정규직 근로자들이 두드러지게 겪고 있는 하나의 장애물로 작동하고 있음을 알 수 있었다. 투표권 보장을 위한 법규정들이 현실에서 제대로 작동하지 못하고 있어 현실적으로 고용주에 이를 요구하기 힘들거나, 고용주가 근로자의 청구를 잘 들어주지 않을 것이란 생각이 자리하고 있다. 비정규직 근로자에게 투표율을 높이기 위한 현실적 논의되어야 할 개선책으로 거주지와 관계없이 유권자의 편의에 따라 어디든지 투표할 수 있도록 하는 방안, 사전투표제 실시, 투표시간 연장 방안 등이 도입될 필요가 있다.
