비정규직의 사회권 인식에 대한 연구

1990년대 말 경제위기 이후 비정규직이 지속적으로 증가함에 따라 이들에게 어떻게 보호받는 정규직과 같은 사회적 시민권을 제공할 수 있는가가 중요한 사회문제로 대두되었다. 이 연구는 다양한 고용형태에 종사하고 있는 비정규직 80명에 대한 심층면접을 통해 비정규직의 사회권 의식에 대한 실태조사를 실시하였다. 조사대상자였던 비정규직의 대다수는 세금부담도 낮고 복지수준도 낮은 사회보다 세금수준과 복지수준이 모두 높은 사회를 선호하였다. 또한 고용 및 일자리 정책에 있어서의 정부 책임과 지출 증가의 필요성을 강하게 지지하고 있었고, 호혜성 원칙에 따른 높은 근로의식과 책무의식도 갖추고 있었다. 그러나 비정규직임에도 불구하고 낮은 복지수준의 사회를 선호한 소수 역시 존재하였는데, 이 집단은 비정규직 내에서도 좀 더 많은 국가의 보호를 필요로 하는 더 낮은 사회경제적 계층에 속하고 있었으며, 조사대상자의 높은 정치적 관심이나 주요 제도권 정당에 대한 높은 선호가 복지국가에 대한 선호와 반비례하는 현상도 관찰되었다. 이와 같은 분석결과는 한국사회 비정규직에 대한 사회권 보장 및 확장가능성과 관련하여 상반된 시사점을 제공한다.
Abstract
The number of nonstandard workers in Korea has consistently increased after the Asian financial crisis of 1997. The increasing size of nonstandard workforce raised concern because these jobs provide few benefits and social insurance, and lacked guarantees of long‒term employment. Conducting intensive in‒depth interviews with 80 nonstandard workers, this study investigates their needs for social rights. Most interviewees demonstrated their preference for a strong welfare state, even if it requires high levels of taxation. They were also well aware of welfare responsibilities as well as welfare rights. However, a minority of respondents preferred tax cuts and a smaller welfare state, despite the fact that they belong to the lower socio‒economic group among nonstandard workforce. In addition, interviewees who maintained a high level of political participation also preferred the same smaller welfare state. The results of this study suggest that nonstandard workers’ needs for strong welfare state might not be easily realized due to these divisions among themselves.
