Abstract
This paper examines if there is income bias in electoral participation in Korean elections by analyzing the Korean General Social Survey 2003-2014, and explores how income inequality and income bias in voting have co-evolved. Results of our analysis suggest the following findings. First, we found significant income bias in voting in Korean elections. Low-income people vote much less than middle-income people, while high-income people vote more than middle-income people. Second, we found positive association between income inequality and income bias in voting. Findings correspond more to the relative power theory rather than the conflict theory. As inequality increases, the voice of the high-income group grows more vocal and opinionated, whereas that of low-income group grows alienated from political processes. Findings reveal remarkable overrepresentation of rich voters and unfortunate underrepresentation of poor voters in the political process in South Korea.
