Abstract

This paper aims to analyze what has made the North Korean regime’s hereditary succession possible based on the relationship between the leaders and elites. North Korea has successfully extended hereditary succession to three generations, which is rare in the world since the formation of the modern state system, with the exception of a few monarchies. This paper opposes the existing argument that its success is due to the special nature of North Korean politics. Instead, this paper argues that the two heredity successions from Kim Il Sung to Kim Jong Il and from Kim Jong Il to Kim Jung Un are the result of a union between the leaders and North Korean power elites, in accordance with theories regarding authoritarian regimes. Specifically, this paper utilizes an alternative analytical framework based on ‘selectorate theory,’ according to which the smaller a winning coalition, the stronger the leader’s influence because coalition members can expect more private goods from the leader. First, this paper reviews theoretical resources concerning the relationship between a leader and elites according to comparative authoritarianism. Second, based on these theoretical resources, an alternative analytical framework is derived using a variation of the ‘selectorate theory.’ Third, the paper argues that the relationship between the leader and the elite accounts for why Kim Il Sung won power, and for the subsequent hereditary succession through three generations. Fourth, this paper summarizes the discussion, examines the limitations of this study, and suggests topics for further study.
