권위주의 체제이론으로 본 북한 권력승계 과정과 특징

초록

본 논문은 권위주의 체제이론을 바탕으로 북한의 권력승계 과정과 그 특징을 살펴보고, ‘오랜 기간 동안 북한이 정권을 유지할 수 있었던 배경과 3대 권력세습이 가능했던 이유’에 대해 고찰함으로써 향후 전개될 북한의 권력승계 과정을 예측한다. 본 연구는 먼저 권위주의 체제이론의 검토를 통해 북한 정권의 정치체제에 대해 살펴보고, 권위주의 체제에서 이루어지는 권력승계의 특징들을 고찰하였다. 또한북한의 권력승계 과정을 후계자 내정단계, 후계자 공식화 단계, 권력승계 후 안정화 단계로 구분하여 분석함으로써 김정일과 김정은의 권력승계 과정을 비교하였다. 이후 권위주의 체제의 권력승계 특징들을 중심으로 북한 정권이 안정적으로 권력승계를 이룰 수 있었던 이유에대해 살펴보고, 이를 중심으로 김정은 이후 전개될 권력승계 과정에 대해 예측하였다. 그 결과, 독재체제인 북한은 권위주의 체제의 특징 4 가지, ‘제도의 정비를 통한 정당성 확보’, ‘개인숭배를 통한 후계자의 우상화’, ‘혈연관계 중심의 후견인제도’와‘파워엘리트의 재편’을 통해 권력승계를 안정적으로 이루어 낼 수 있었고, 향후 권력승계 과정에도 그대로 답습될 것으로 예상된다.

Abstract

Based on the authoritarian system theory, this paper examines the process of power succession in North Korea and its characteristics. In addition, it predicts the future process of North Korea’s power succession by examining the “background of North Korea’s long-term retention of power and why the three major power succession was possible.” This study first examines the political system of the North Korean regime through the review of the authoritarian system theory, and examines the characteristics of power succession in the authoritarian system. In addition, the process of power succession in North Korea was analyzed by dividing it into the stage of appointment of a successor, the stage of formalization of a successor, and the stage of stabilization after power succession, comparing and analyzing the process of power succession between Kim Jong-il and Kim Jong-un. Afterwards, this paper examined why the North Korean regime was able to achieve a stable power succession, focusing on the characteristics of the authoritarian system, and predicted the process of power succession after Kim Jong-un. As a result, North Korea, a dictatorship, was able to stably achieve power succession through four characteristics of the authoritarian system: “securing legitimacy through system maintenance,” “idolizing successors through personal worship,” “guardian system centered on blood relations,” and “reorganization of the power elite” The four characteristics of the authoritarian system are expected to be followed by North Korea’s power succession process in the future.
