Abstract

Representative democracy is now facing a serious crisis. Representative democracy has been developed as an alternative since direct democracy is impossible in this contemporary society due to its scale. Main point in this thesis is the lost participation of citizen. Actually, citizen as the base of democracy has not been showed in the political arena. Without citizen, democracy cannot exist and also shows its legitimation crisis. What we have to do to turn democracy back as the real democracy is to establish citizen as citizen. For it, representative democracy should turn its back to the politics of the ordinary people and citizen. Hereby I would like to analyze the Rousseauian concept of citizen and democracy, and also the issue of participation. “Forced to be free” in Rousseau can be considered not just as force, but rather as the individual choice and personal freedom. This is the clue in which Rousseauian paradox can be converted again. Dual transition of freedom and force can be led to the transition of natural freedom into civic freedom with moral freedom, which is called the completion of freedom by Rousseau. In Rousseau, the transition of freedom is that of the way of action, which means the transition into the positive participation to accomplish the general will. Freedom in Rousseau is not just given, but is continuously acquired. In this process, participation of citizen is the necessary condition for accomplishing freedom, as well as a citizen’s duty. This is why we should begin to talk about Rousseau in discussing participatory democracy.
