자유 민주주의의 현실적 승리에도 불구하고 자유 민주주의가 갖는 한계를 극복하기 위한 이론적 노력이 지속되고 있다. 참여 민주주의와 숙의 민주주의는 이러한 흐름을 대표하는 가장 주도적 이념들이지만 그 지향점의 유사성에도 불구하고 숙의 민주주의는 엘리트주의와 실적주의를 수용하고 있다는 점에서 자유 민주주의의 한 변형에 불과하다. 반면에 참여 민주주의는 루소적 전통을 계승하여 공화주의의 이념적 기반하에 직접 민주주의, 일터 민주주의의 이상을 현 자유 민주주의 체제의 대안으로 제시한다. 참여 민주주의의 이러한 이상은 정치단위구성권과 국민투표를 비롯한 각종 자치제도들, 추첨의회, 그리고 투표권의 확대 등으로 예시될 수 있을 것이다.
Abstract
Despite the actual victory of modern liberal democracy, many anti- liberal theorists have made an effort to overcome its limits. Participatory democracy and deliberative democracy are the leading ideas which represent such streams. However, deliberative democracy is at best a version of liberal democracy, in that it is grounded on elitism and meritocracy. Following the idea of Rousseau's republicanism, participatory democrats present us with the ideals of direct democracy and workplace democracy. These ideals of participatory democracy can be exemplified by a right to form a political unit, referendum, the Upper House by lots, and a extension of suffrage to more people.
