Abstract
This paper deals with Asian development cooperation model with a special focus on major Asian donors, namely, China, Japan, and South Korea. In particular, I analyze the nature of Asian aid model based on the comparative historical analysis of aid behaviors of major Asian donors in Africa. In addition, by examining the limitations of Asian development cooperation model, this study aims to extract important policy implications for South Korea-Africa relations. As Chinese advancement into Africa has become more active and visible since after 2000, Asian aid model has attracted the attention of many as a possible alternative to the existing Western aid model. Nevertheless, there has been relatively few attempt to analyze systematically the behaviors of Asian aid activities. In particular, very few studies have dealt with issues including key characteristics of aid behaviors of Asian donors and implications of Asian development cooperation model on international development cooperation regime and recipient countries. In this study, using historical approach, I examine Official Development Assistance (ODA) of three major Asian donors (China, Japan, and South Korea) in Africa and extract key characteristics of Asian model. In addition, I explain the aid pattern of these Asian countries based on their own development experiences and lastly, I extract some policy lessons by analyzing the impact of Asian development cooperation model on Africa from the African perspective.
