본 연구는 OECD 개발원조 위원회의 9개 회원국의 아시아 지역에 어떤 형태로 원조 모델을 가지고 공적개발원조를 수행하는지에 대한 실증 분석 연구이다. 21세기에 들어서면서 국제사회는 공적개발원조의 확대를 각국에 요청하였으며, 세계의 빈곤과 자연재해에 대한 공동의 책임을 전세계에 호소했다. 또한 기존의 공적개발원조에 대한 새로운 패러다임을 설정하여 지역별, 사업별, 행위자별 등에 대한 효율·효과적 예산 투입을 강조하였다. 기존의 해외원조와 공적개발원조에는 이론적 논리적 차이를 가지고 있다. 즉 공적개발원조는 기존의 해외원조에 속하는 한 부분이며, 그 출발점이 인간중심의 이타적 목적에 있다. 그러나 국가마다 대외정책 및 원조 정책에 대한 철학과 이론적 기반에 차이가 있으므로 국제사회의 요청에 모두 동일한 형태로 대응하고 있지는 않다. 본 연구에서는 국제사회의 변화에 대한 개별 국가의 원조 행위를 국가이기적, 국가이타적, 그리고 전지구적 형태로 구분하여 공여국가의 원조 행태를 살펴보았다. 원조형태를 구분하는 데 두 변수가 결정적인데, 하나는 분야별 원조의 비중이고 다른 하나는 행위자의 속성이다. 분야는 5개 분야로 대별하였으며, 행위자의 속성은 정부주도(top-down)와 비정부주도(bottom-up)로 나누었다. 본 연구는 실증분석 방법을 활용했으며, 공식적인 통계자료는 OECD가 제공하는 각 공여국의 예산 규모를 활용했고, 지역은 아시아 지역에 초점을 맞추었다. 본 연구의 궁극적인 목적은 선진공여국의 원조 행태를 분석하여, 우리의 공적개발원조의 방향성에 대한 이론적 논리적 기반을 제시하고자 한다.
Abstract
This study explores a typology of ODAs in Asia. It investigates the ODA history of 9 member states of OECD Development Assistant Committee (DAC) suggesting models of their dissimilar types in investment and execution. ODA that has been advanced in parallel with the growing global responsibility for world poverty and natural crisis emphasizes a fresh paradigm of foreign aid with its focus on addressing such neediest fields of recipient countries as humanitarian or educational projects. Therefore, an evaluation of ODA requires a series of new standards including definition, motivation, and executive process, which takes our primary theoretical consideration in this study. We begin with identifying ODA from the injunction of its altruistic motivation. We then locate each donor's position somewhere between a purely altruistic and selfish type. The status builds on the logical concern of a presumably high tension of ODA's altruistic precondition with the traditional national behavior dominated by self-interest. In addition to the two prototypes, this study introduces the trend of transition in donor's attitude that became salient for the past five years. Finally, we support our typology with an analysis of ODA data provided by the OECD. The division of altruistic and selfish motivation is tested in two directions: donation sectors and agents of assistance. We classify the five major fields of donation presented by the DAC to selfish and unselfish areas and see which takes the majority portion of a country's past projects with labeling it either as an altruistic or a self-interested donor. In the agency part, we assign a country that highly facilitated NGO cooperation vis-à-vis direct government intervention to an altruistic donor. Our regional focus on Asia that shows more diversity in the pattern of international aids than the rest makes the point clear that ODA behaviors are not identical among the donors.
