한일 공적개발원조 정책의 비교: 학습, 선택적 수용, 전략적 파트너 관계를 중심으로

본 연구는 한국과 일본의 ODA 정책 간 유사점과 차이점에 주목한다. 이에 한국 ODA 정책 변화를 중심으로 형성기(1990년대), 정비기(2000년대), 도약기(2010년대)로 나눈 뒤, 주요 정책 과제를 일본의 사례와 비교했다. 그 결과, 양국의 원조 이념 및 집행체계의 차이가 커지는 가운데, 실시기관 간 교류와 협력은 점차 확대되고 있음을 알 수 있었다. 이는 형성기 때 한국이 일본의 정책을 단순히 학습했다면, 정비기 때부터는 동일한 정책 과제에 대해 선택적 수용을 했기 때문인 것으로 파악된다. 도약기에 접어들어 한국은 국제개발레짐의 준수를 강조한 반면 일본은 국익을 위한 ODA 및 원조 명목의 군사 지원을 제한적으로 실시할 수 있는 기반을 마련했고, 이로 인해 양국 간 차이는 더욱 명확해질 수밖에 없었다. 그럼에도 한일 양국은 실시 기관에 대한 협력을 지속적으로 확대하면서 전략적 파트너 관계를 유지시켜 나가고 있다. 끝으로 본 연구는 한일 ODA 정책의 비교를 통해 원조 정책의 일관성 측면에서 시사점을 제시하고자 한다.
Abstract
This paper discusses South Korea’s and Japan’s ODA policies focusing on similarities and differences through the formative stage in the 1990s, the policy reform stage in the 2000s, and the breakout stage in the 2010s. This paper shows that the similarities between the purposes and implementations of the two ODA policies have decreased. On the other hand, working-level interaction has increased. The differences have increased for several reasons. South Korea had studied Japan’s practice in the formative stage, but they have selectively adopted elements since the policy reform stage. Furthermore, South Korea implemented policy reform in order to join the Development Assistance Committee, but Japan’s policy making process happened within the Liberal Democratic Party and arose from government department reorganization. During the breakout stage, the two countries’ differences increased. South Korea emphasized compliance with the international development regime. On the other hand, the revision of Japan’s Development Cooperation Charter makes it possible to use ODA to support the national interest or for limited military support. Despite this decreasing similarity, working level interaction such as annual meetings and joint projects has increased. It shows that a strategic partnership is developing. Finally, this paper will indicate further implications of its findings in terms of policy coherence in development assistance, covering internal, intra-country, and inter-donor coherence. This paper goes beyond existing research, which has emphasized the extent to which South Korea learned from Japan. While this certainly happened, the relationship evolved through selective adoption to strategic partnership over time. This provides material for a reassessment of the position of Japan in South Korea’s ODA policy development.
