비교 관점에서 본 한국과 일본의 공적개발원조: 원조 패턴의 유사성과 차이점을 중심으로

한국과 일본은 동아시아의 대표적 공여국으로서 개발도상국과 최빈국의 경제·사회발전과 복지향상을 위해 공적개발원조를 제공하고 있다. 양국 모두 자국의 경제발전경험을 토대로 한 원조정책을 추진하였다는 공통점이 있다. 많은 학자들에 따르면, 한국은 원조정책, 추진체계, 배분 등에 있어서 일본의 그것을 참조하였기 때문에 양국의 원조 패턴은 매우 유사하다. 반면 두 국가의 원조 패턴 간 차이를 강조하는 입장에 따르면, 한국은 형식과 내용 면에서 일본의 원조와 다른 독자적인 패턴을 형성하고 있다. 본 연구는 지난 10여 년간 한국과 일본의 원조행태가 어떤 부문에서 얼마나 수렴하는지를 실증적으로 살펴보고자 한다. 거시적·집합적 수준에서만 원조 패턴을 비교한 기존의 연구와 달리, 본 연구는 미시적·개별적 수준에서의 양국 간 원조 패턴을 비교분석한다. 즉, 한국과 일본이 개별 수원국에게 제공하는 원조 간 각 기준별 차이를 구하고, 이러한 차이의 절대값의 평균과 표준편차, 상자그림(boxplot)을 통해 한국과 일본의 원조 패턴이 미시적 차원에서도 점차 수렴하는지를 검토하는 것이다. 분석결과에 따르면, 기존 연구가 주장하는 집합적 차원에서의 양국의 원조 유사성에도 불구하고 미시적, 개별적 차원에서는 중요한 차이가 존재하고 있다. 본 연구는 한국과 일본의 유사성과 차별성을 인식하고 효과적으로 협력적 공여 거버넌스를 형성하는 데 기여할 수 있을 것이다.
Abstract
South Korea and Japan, as major donors in East Asia, provide official development assistance to developing and least developed countries for their economic and social development and welfare. They are similar in that they implemented aid policies based on their respective experiences of rapid economic growth. According to some scholars, aid patterns of these two countries are very similar because South Korea emulated Japan's aid policies, decision-making processes, and aid allocation. Others disagree in that South Korea's aid patterns become more different from those of Japan because the former has established different aid priorities and policies. This research empirically examines if aid patterns of Korea and Japan to individual recipients have been converged over time. Unlike prior works on this issue that only examine aid patterns at the macro and aggregate level, this research closely investigates their aid patterns at the micro level. It finds that, despite the similarities at the macro level, there exist substantial differences in aid patterns of South Korea and Japan at the micro level. Its contribution lies in identifying similarities and differences of their aid patterns and laying the groundwork for more effective aid with cooperative governance.
