신자유주의 통치성(governmentality)과 금융화(financialization) 그리고 금융-장치(finance-dispositif) - 푸코의 ‘장치(dispositif)’ 개념을 중심으로

이 글은 신자유주의 금융화를 주제로 삼으면서도 이를 금융-장치라는 다소 낯선 개념을 통해 살펴본다. 또한 금융화에 대한 경제적 분석이 아니라 넓은 의미에서의 문화적 분석을 시도한다. 이는 신자유주의 금융화를 둘러싼 권력의 변화와 그 전략, 주체의 형성과 예속화 과정, 통치의 양상과 메커니즘을 살펴보기 위한 것이며, 이를 관통하는 통치 테크놀로지로서의 장치를 문제화하기 위한 것이기도 하다. 이를 위해 이 글은 크게 세 가지 논의를 전개한다. 첫째, 신자유주의 금융화를 금융의 일상화와 일상의 금융화라는 서로 다른 방향에서의 상호작용으로 이해하고, 이 두 작용이 교차 및 매개되는 지점을 장치라는 개념으로 파악한다. 둘째, 장치의 위상과 그 작동 양상을, 차례대로 알튀세르와 푸코 그리고 아감벤의 논의를 통해 짚어보고, 이로써 장치가 이데올로기, 권력 그리고 주체와 맺는 관계에 대해 고찰해 본다. 셋째, 푸코의 논의를 바탕으로 신자유주의 권력과 이에 대응하는 장치적 변환을 탐구한다. 통치성(governmentality)과 금융-장치가 그것이며, 이를 다시 주체와 환경이라는 두 측면에서 살펴본다. 신자유주의와 금융화 그리고 금융-장치는 서로에 대해 준거가 되면서 주체의 예속화와 환경의 최적화라는 통치 전략으로 이어지고, 이렇게 형성된 전략들은 다시 신자유주의를 재생산하는 동력이 되어 자기 순환운동의 고리를 만들어 간다.
Abstract
This study investigates the financialization of Neoliberalism in the consideration of the concept of financedispositif. Apart from a economic approach, the authors attempt to culturally analyze the financializationfrom a broader perspective. The purpose of this study is to examine the patterns and mechanism ofa power change and its strategies, the formation and subjectification of the subjects, and governmentwhich surrounds the financialization of neoliberalism, and to make an issue of dispositif as governmenttechnology that touches all of them. The main arguments of this study are summarized as follow. First, the financialization of neoliberalismshould be understood as the interaction between two different approaches, ‘the routinization of finance’and ‘the financialization of everyday.’ The dispositif refers to the intersection or mediating point ofthese two. Second, the authors examine the status and working conditions of dispositif according tothe discourses of Althusser, Faucoult and Agamben. This examination allows a further investigation ofthe associations that dispositif builds with ideology, power and subjects. Third, building on Faucoult’sargument, this study delves into the power of neoliberalism, and the transformation of dispositif thatcorresponds with neoliberalism. In particular, such transformation refers to the governmentality andfinance-dispositif. It is important to explore them in terms of subjects and environments. Neoliberalism,financialization and finance-dispositif function as criteria to construct each other, which further leads to thesubjectification of subjects and optimization of environments as government strategies. These strategieshelp to reproduce neoliberalism and all this process can be understood as the loop of self circulation.
