Abstract

This article aims to analyze a change in international financial regulation after the global financial crisis of 2008. After the 2008 crisis, there has been a remarkable change in international financial regulation with the introduction of macrorpudential regulation and capital flow management measures. This change can be understood as an auxiliary change in which auxiliary hypotheses are added into existing financial regulation while its hard core assumptions are maintained. This auxiliary change has contributed to stabilizing neoliberal financial globalization rather than bringing about the paradigm change of financial regulation. The reason why the efforts to reform international financial regulation after the 2008 crisis ended up in an bounded, auxiliary change is that the US and international financial organizations dominated reform agendas. Acting as an international lender of last resort, the US was able to lead international financial reform. Also, macrorpudential regulation and capital flow management measures were the issues that the Bank for International Settlements and the International Monetary Fund had discussed and developed before the 2008 financial crisis occurred. As a result, the organizational path dependency of international financial reform led to the ideational path dependency of international financial regulation and thus the hard core assumptions of international financial regulation remained largely intact.
