초록

이 연구는 존 로크의 『통치에 관한 두 번째 논고』에서 전개되는 의회제 논변의 분석에 기초하여 의회가 어떻게 민주주의를 구현하는 기관일 수 있는지, 의회민주주의의 이념적·실천적 기반으로서 ‘의회적인’ 것의 핵심이 무엇인지에 관한 로크의 통찰을 이해해보려는 것이다. 오늘날 의회는 민주주의 제도의 중추로 꼽히지만, 현실에서 그것은 종종 민주주의 위기의 원인으로 지목되거나 민주주의 발전을 위한 개혁 과제 목록의 앞자리를 차지하기도 한다. 그간 한국 사회에서 의회와 의회민주주의에 대한 연구는 대부분 선거 및 선거를 둘러싼 일련의 정치적·법적 제도에 초점을 맞춰왔다. 하지만 의회를 그 자체로 민주주의와 연결되게 하는 이념적 요소는 무엇인지, 선거나 정당 같은 제도적 기반과는 별개로 의회민주주의의 민주적 성격을 보장하는 이념적 기반은 어디에 있는지 따져볼 필요가 있다. 로크는 이런 물음을 탐구하기에 적절한 텍스트라 할 수 있다. 이 연구는 『통치에 관한 두 번째 논고』에서 로크가 의회의 제도적 형식보다 그것의 목적과 역할 같은 내용에 대해 더 자주, 더 열정적으로 언급한다는 데 주목하여 로크가 구상하는 의회제의 민주주의적 가능성을 해명할 단서를 찾아보고, 이를 토대로 로크에게서 출발하는 ‘의회민주주의’란 어떤 성격의 것이며 민주주의의 발전을 위해 의회란 무엇이어야 하는지 살펴본 뒤, 의회민주주의에 대한 로크의 통찰을 오늘날 우리가 직면한 현실에 비추어 재음미하는 것으로 논의를 맺는다. 이 연구의 궁극적인 목적은 국내 로크 정치사상 연구의 공백을 보완하는 한편, 한국 민주주의의 발전을 위한 의회제도 개혁 또는 의회정치 활성화의 새로운 방향을 모색하는 데 일정한 시사점을 제공하는 것이다.

Abstract

This study aims to understand John Locke’s insights into how parliament can be an institution that embodies democracy, based on an analysis of the parliamentary argument in his Second Treatise of Government. In doing so, it seeks to identify the core of 'parliamentary' as both an ideological and practical basis of parliamentary democracy. While parliament is considered the backbone of the democratic system today, it is often criticized as a source of democratic crises or listed among the foremost reform tasks for the development of democracy. In Korea, most research on parliament and parliamentary democracy has focused on the political and legal systems surrounding elections. However, it is important to examine the ideological elements that connect parliament to democracy itself and the ideological foundation that ensures the democratic nature of parliamentary democracy, apart from institutional foundations such as elections and political parties. Locke's work can be a suitable text for exploring these questions. Noting that Locke comments more often and passionately on parliament’s purpose and role rather than on its institutional form, this study seeks to explain the democratic nature of the parliamentary system that Locke envisions. In doing so, it examines features of ‘parliamentary democracy’ derived from Locke and considers what parliament should be for the development of democracy. In conclusion, it attempts to re-examine the reality we face today in light of Locke's insight into parliamentary democracy.
