초록

‘민주주의’는 한국 정치사 최대의 쟁점이다. 그런 만큼 민주주의 연구는 국내 정치학계에서 가장 관심이 집중되고 연구자 층도 두터운 분야라 할 수 있다. 하지만 한국 민주주의 이론과 실천을 주제로 하는 대다수의 연구들에서 젠더가 문제시되는 경우는 흔치 않다. 큰 틀에서 페미니즘의 관점이나 방법론을 한국 정치 및 정치학 연구에 접목시켜보려는 노력 자체가 1990년대 후반에 이르러서야 등장했고, 젠더의 문제의식에 입각해서 한국 민주주의를 실질적으로 분석·비판 혹은 평가한 연구는 2000년대 중반까지 찾아보기가 어려웠다. 2000년대 후반 이후 전개되는 ‘젠더민주주의’ 논의는 ‘젠더 없는 민주주의’ 현실에 대한 대응이자 한국의 주류 민주주의 연구에 대한 도전의 성격을 갖는다는 점에서 중요한 의미가 있다. 하지만 문제는 젠더민주주의의 구체적인 내용과 목표는 말할 것도 없고 그 용어의 의미 자체도 아직 분명하게 규명되지 않고 있다는 점이다. 심지어 ‘젠더민주주의’를 제목으로 내세운 연구들에서조차 그 용어가 뜻하는 바는 일관적이지 않으며, 그렇다 보니 젠더민주주의의 문제의식 또한 맥락에 따라 다양하고 더러 대립적이기도 하다. 이 연구는 이런 맥락에서 출발한다. 즉, 이 연구는 젠더민주주의에 대한 국내 논의들의 주요 경향과 핵심 내용을 분석하여 그것이 한국 사회에 제기하는 새로운 도전이 무엇인지 해명하는 데 일차적인 목적이 있다. 나아가, 현재까지 진행된 젠더민주주의 논의의 한계를 짚어보면서 한국 민주주의의 진전을 새롭게 상상해볼 수 있는 유력한 디딤돌로서의 그 발전 방향을 탐색해보고자 한다.

Abstract

‘Democracy’ is the biggest issue in Korean political history; and thus it is also the most actively studied topic in the domestic political science community. However, gender is rarely considered as important in most studies on Korean democratic theory and practice. Academic efforts to incorporate feminism's perspective and methodology into studies of Korean politics did not emerge until the late 1990s, and studies that actually analyzed, criticized, or evaluated Korean democracy based on gender perspective were difficult to find until the mid-2000s. A series of discussion of ‘gender democracy’ since the late 2000s is worthy to note in that it is not only a response to the reality of ‘democracy without gender’ but also a challenge to the mainstream research on Korean democracy. However, the problem is that the meaning of the term itself has not yet been clearly identified, not to mention the specific contents and goals of gender democracy. Even in studies with the title of "gender democracy," the meaning of the term is inconsistent, and as a result, the objective of gender democracy is diverse and sometimes confrontational depending on the context. This study focuses on this problem. In other words, the primary purpose of this study is to analyze the main trends and core contents of domestic discourse on gender democracy and to explain what new challenges it poses to Korean society. Furthermore, by examining the limitations of gender democracy discourse that have been conducted so far, I would like to explore the direction of development as a powerful stepping stone to re-imagine the progress of Korean democracy
