한국의 지방자치와 젠더 정치의 현실:광역 및 기초자치단체장의 실태를 중심으로

이 논문은 한국사회에서 여성 국회의원 및 지방의원의 비중은 점진적으로 증대하고 있는데, 왜 여성자치단체장은 매우 희소한가에 대한 질문으로 시작했다. 그리고 이러한 현실은 매우 직접적으로 한국의 젠더정치의 현실을 반영한다는 것이 논문의 문제의식이다. 지방자치는 ‘민주주의의 실험장, 훈련장’으로 불린다. 중앙의 통제로 인해 한국의 지방자치는 많은 구조적인 현실적 제약을 극복해야 하는 과제에 직면해있다. 그러나 다른 한편으로 민선 6기에 이르는 동안 지방자치는 아래로부터의 주민정치의 활력을 키워나가는 제도적 장치로 자리 잡아 가고 있다는 것도 사실이다. 그러므로 지방자치에 사회구성원이 차별 없이 접근하도록 개방성을 높여야 하는 것은 필수 전제이다. 지방자치단체장은 집행부 중심의 구조에서 주민의 정치적 요구를 직접적으로 결집하고 표출하는 핵심 권력이다. 주민의 삶과 직결되는 직접적인 정치적 요구를 정책형성과 정책결정의 과정을 통해 실현시킬 수 있는 권한을 행사할 수 있기 때문이다. 지금까지 한국의 지방자치에서 여성단체장은 희소한 실정이다. 할당제가 시행되는 지방의원 부문에서 여성 비중이 최소한 유지되는 데 비해, ‘여성할당제의 적용은 불가하다’는 지방자치단체장의 지위는 여성에게 닫힌 문이다. 특히 지난 26년 동안 광역단체장은 단 1명도 배출하지 못했고, 기초단체장은 최고기록이 4% 수준이다. 후보조차 되기 어려운 현실이다. 이러한 맥락에서 역사적, 구조적으로 정치에서 배제되어 온 여성이 실질적 권한 행사의 영역에 진입할 수 있도록 여성할당제와 선거구제 조정에 대한 사회적 합의와 인식의 전환이 필요하다.
Abstract
This paper began with questions about why the advancement of female governor and mayoress in local government has been very sluggish, even if the female members of the National Assembly and female lawmakers of the local council have increased steadily in the Korea. We critically bring up a problem that those reality directly reflects the reality of gender politics. The system of local government are called ‘practice and training ground of democracy'. Despite the substantive limitations of the system of local governments in these days, it is also true that the local government is becoming a systematic mechanism to foster the vitality of politics of local residents from the bottom during the sixth terms. Thus, it is imperative that the system of local government need to increase openness to gain right to access without any discrimination. The heads of local governments are central forces that directly articulate and realize the political needs of the people in the system of political authority in the locality. So far, female governor and mayoress have been scarce in local governments. In particular, there is no single female governor in the local government. Owing to the claim that ’the application of the Women's Quota System is not allowed to the local government’, the position of the heads of local governments is a closed door to women. This study shows that it is very important to create political opportunity structures for women, instead of being reliant with formal quotas, to enter into the status of the actual authority. In other words, public consensus nexus makes contribution to dissolve gender inequality by reevaluating of the effectiveness of the quota system and readjusting electoral system to promote women politicians.
