초록
This study explores the claim that Ju Up(principal province) and Sok Up(subsidiary province) system was formed during Taejo in Goryo dynasty and aims to prove the shortcomings of the claim. It is recorded in the Goryosa “Monograph on Geography" that Sok Up initiated in ‘early Goryo’ and ‘Goryo in time concept.’ The researchers who insist the theory of Ju Up and So Up formation construed the ‘early Goryo’ and ‘Goryo’ in this document as ‘the time of King Taejo’s ruling. Therefore, they claimed that Ju Up and So Up system had been established since King Teajo’s reign. Some researchers view that local officials were dispatched to Ju Up during Taejo’s reign, others view that Ju unit, Bu unit and some Gun units among the administrative units were arranged as Ju Up. However, in the process of proving the theory, shortcomings were found and problems arose in the methods of interpreting the historical documents regarding sample areas of Ju Up and Sok Up in Taejo era. Under Taejo’s government Up Ho, names of place, had been changed. Ju Up and Sok Up had been formed after the changes of Up Ho, which means after the Taejo’s reign. Therefore, Ju Up and Sok Up were not formed yet while King Taejo was ruling.
