Abstract

In Koryo Taejo's time, some ways of ruling local areas assumed various forms in different localities, comparing the time of organizing Ju, the range of it, and the system of Dependency, the time of starting of it, which were in the book of Koryo Georigy, with the ruling time and regions of the later three kingdoms. Great numbers of Ju organized at the first period of Koryo and the period of united Koryo had been ratified by government of Gungye or were newly confirmed by Taejo. This was an expedient to strengthen the power of ruling local areas and develop Taejo's ability of unification. As the result of it, among 56 districts of Ju organized at Taejo's period, approximately 48 Jues had existed in the area of first Koryo. Then these took their place as a central region of Koryo in politics. military and administration, And in these local regions generals who were dispatched and garrisoned by the Koryo government were controlling the surrounding districts. Because of this situation, only in the original region of Koryo did the system of Jinsu(.'<j') take its place as the major form of controlling local areas, the system of which was supported and centralized by Ju. So. except for some areas, the system of Dependency(*JI) had not been enforced completely. On the contrary, in the region of Hubackje united by force, the system of Dependency were generally enforced, which was the same one in Naju area of Gungye' s time. And Shilla area had only 4 districts of Ju which were organized by Taejo, where Bu(Jf.f) was built as a center of controlling the local area. Also the time of Dependency in the period of first Koryo, in the period of Koryo and in the period up to Koryo had difference in regions. That is, the system of Dependency appeared in the original area of Koryo at both periods of Gungye and Taejo, but in the Hubackje and Shilla area it turned up only at the period of Taejo. Therefore, it looks unreasonable to decide that the time of Dependency in the period of first Koryo, in the period of Koryo and in the period up to Koryo is before the 23year of Taejo, or before or after the unification of later three kingdoms. Besides the reason why there was difference between regions and times in related with the Dependency tells us that the governing way of Taejo's was different, depending on the regions of the later three kingdoms.
