6ㆍ25전쟁 작전시기별 민군작전 사례 연구 - 민간인 피해 사례를 중심으로 -

초록

올해는 6⋅25전쟁이 발발한지 62년이 되는 해이다. 6⋅25전쟁의 결과는 우리에게 많은 교훈과 시사점을 제시해 주고 있다. 전쟁의 역사에서도 보듯이 군과 민(civilian)은 물고기와 물의 관계처럼 불가분(不可分)의 관계에 있다. 또한 군이 군사작전의 성공 보장을 위해서 민(民)을 어떻게 통제하고 협조해야 하는지는 동티모르, 이라크, 아프가니스탄 등 분쟁지역의 해외파병 경험과 교훈에서 많은 것을 배울 수 있었다. 6⋅25전쟁 시 급박한 상황에서 주민소개‚ 피난민 통제‚ 공비토벌작전‚ 수복지역 군정(軍政) 등 민(民)과 관련된 대민통제(對民統制)는 작전의 승패를 결정하는 요인이 되기도 하였다. 6⋅25전쟁 기간에 발생한 500여만 명이 넘는 피난민들은 군사작전에 중대한 영향을 미쳤으며 이들을 소개(疏開)하고 통제하는 과정에서 民⋅軍 상호간에 많은 피해와 문제점이 발생하기도 하였다. 그러나 당시는 민군작전에 대한 개념과 교리도 정립되지 않았으며 지금까지도 관련 연구와 기록이 체계적으로 정리하지 못하고 있는 실정이다. 6⋅25전쟁 이후 한강교⋅왜관교 폭파, 영동지역 노근리 피해사례, 후방지역 공비토벌 작전, 북진작전 시 수복지역 민간인(피난민) 피해 사례를 연구한 결과 대부분의 피해는 작전상의 비고의적 피해, 군사적 특수성에 의한 피해, 전투상황의 불확실성에 의한 피해, 가해자의 개인적 행위로 인한 피해가 대부분이었다. 이러한 관점에서 본 연구는 6⋅25전쟁 당시 정부와 군의 민군작전과 관련된 사례들을 객관적인 시각으로 분석 및 평가하여 교훈을 도출하고 민군작전에 대한 시사점을 제시하고자 한다. 본 연구가 향후 한국군의 민군작전 연구에 중요한 기초자료로 활용되고, 2015년 전시작전통제권 환수와 관련하여 한국군 주도로 민군작전을 어떻게 수행 할 것인가에 대한 이론적 연구와 참고가 되기를 기대한다.

Abstract

It has been 62 years since the Korean War broke out. The outcome of the war provides us with many lessons and suggestions. As shown in the history of war, the military and civilians are inseparably related to each other, like the fish and water. Furthermore, we could learn from the experiences and lessons from overseas military missions in troubled areas such as East Timor, Iraq, and Afghanistan, about the ways to control the civilians and cooperate with them in order to guarantee the success of military operations. During the Korean War, populace control in urgent situations, such as the evacuation of residents, refugee control, suppression operations against communist guerrillas, and military government in the recovered areas, was considered as a primary factor upon which the outcome of an operation hinged. More than five million refugees had significant impact on military operations, and both the civilians and the military had to suffer huge losses and problems as the military evacuated and controlled the refugees. However, no concept or doctrine about the civil military operations was established at that time, and relevant research and records have not yet been systematically compiled. The case studies over the incidents happened after the outbreak of the war, such as the blowup of Han River Bridge and Waegwan Bridge,Nogeun-ri incident during a battle in Yeongdong area, suppression operations against communist guerrillas in the rear areas, and losses suffered by civilians(refugees) in the North Korean area during the northward advance operations, show that most of the losses came from unintentional activities in operations, uncertainty of combat situation, and individual behaviors of offenders. In this respect, this study attempts to analyze and evaluate the cases related to the civil military operations executed by the government and the military at the time in the objective viewpoint, and learn lessons and provide suggestions regarding the civil military operations. It is hoped that this study be utilized as a basic material for future studies about the civil military operations carried out by the ROK military, and as a reference in exploring the ways that the ROK military would perform a leading role in conducting civil military operations as the wartime operational control is transferred back to the ROK military in 2015.
