6･25전쟁의 실증적 사료를 참고하여 우리 정부의 초기대응과 국민들의 자유수호의지 등에 대해 다시 한 번 고찰하였다. 비군사 분야 대비면에서 발생된 문제점과 교훈을 도출하고 현재의 상황에 부합되게 활용하여 장차 한반도에서 발생 가능한 전쟁양상을 제시하였다. 또한 국가전시 대비 3대 기능인 정부기능 유지, 군사작전 지원, 국민생활 안정유지 면에서 좋은 참고가 되어 우리의 비상대비계획을 실질적이고 실효성 있는 계획으로 발전시키고, 정부연습을 전시상황에 부합되는 현실감 있는 연습으로 실시하여 장차 우리나라 비상대비체계의 법적･제도적 문제점을 분석하고 향후 대비해야 할 방향을 제시하였다.
Abstract
The purpose of this study appeared in the Korea war with reference to empirical records is to investigate the initial response of our government and to preserve freedom of the people and to, once again, have lessons from the problems caused from the preparation of non-military sectors and make them consistent with the current situation on the peninsula for the potential danger. Furthermore, it will be a respectable reference to the three functions of National warfare preparedness : Governmental function preservation, in wartime, Support for military operations, and Stability of national life. And this would lead the country to improve it’s Emergency preparedness, which is called ChungMu Plan. In addition it would also develop governmental exercise & practice(Field Training Exercise) to more realistic one, which could be possible to analyze current legal institutional problems and help mapping out the government’s future course of action.
