Abstract

This article aims to analyze the military context in which the issue of civilian massacres by the Republic of Korea Forces in Vietnam (ROKFV) during the Vietnam War was raised. To do this, it cross- examines documents produced mainly by the U.S. and South Korean militaries, as well as testimonies from veterans, to explore the evaluation of South Korean counterinsurgency operations and how the Vietnamese perceived the South Koreans. Despite their complex feelings towards the South Koreans, the local people recognized the South Koreans as an essential presence for their survival, due to the safety provided by the ROKFV's counterinsurgency efforts. Moreover, the allegations of civilian massacres by South Koreans during the Vietnam War are closely tied to the political and military context surrounding the ROKFV at the time. It is challenging to assert that there were no civilian casualties caused by the ROKFV, but it is also difficult to claim there was organized mass murder. However, even if the allegations of civilian massacres by South Korean forces are false and were fabricated and propagated by enemy forces to slander the South Korean military, the self-created image by the ROKFV, along with accusations of civilian massacres and brutal acts attributed to South Korean forces, was amplified during the war. This undeniably influenced the creation and expansion of a negative reputation for the South Koreans in Vietnam. The tendency to label incidental civilian casualties as organized civilian massacres, or to categorically deny any civilian casualties, complicates our understanding of the reality of the war-a point that warrants our caution.
