Abstract
Before the global financial crisis, the procyclicality that the financial sector amplifies fluctuations in the real economy was the center of discussion on the relationship between the two sectors. However, after the global financial crisis, it has been argued that the financial sector fluctuates separately from fluctuations in the real sector, that is, has an independent driver. Therefore, this study measured the financial cycle and business cycle through candidate indicators related to Korea’s finance and macroeconomy from the first quarter of 1993 to the fourth quarter of 2023, examined the cycle of each cycle, and analyzed the relationship between the financial cycle and the business cycle in Korea. In addition, the relationship between the financial cycle and the business cycle in Korea was compared and analyzed by measuring the financial cycle in the United States. The analysis results of this study are as follows: First, in the case of Korea, it was confirmed that there is a co-movement between total credit, private credit/GDP, and real housing prices. Second, the cycle of the business cycle was relatively short compared to the cycle of the financial cycle. Third, before the 1997 East Asian financial crisis, there was a co-movement between the financial cycle and the business cycle, but the recent two cycles are relatively independent of each other. Therefore, the monetary policy of the price stabilization goal and the macroprudential policy of the financial stabilization goal can take different directions, and it is evaluated as an important policy challenge to promote an appropriate combination of the two policies in accordance with each phase. And the relationship between Korea and the US financial cycle is that, first, Korea’s financial cycle, which is a small open country, has a smaller period and amplitude than the US financial cycle. Second, before the 2008 global financial crisis, the financial cycles of both countries proceeded independently, but since then, they have shown quite strong co-movement. The implications derived from the analysis results of this study are as follows: First, if the financial cycle is excessively amplified, a boom-bust phenomenon in credit and asset prices may occur. Therefore, it is necessary to promote the stability of the macroeconomic environment by improving policy symmetry and consistency, away from the trend of excessive low interest rates, to limit the size of the fluctuations in the financial cycle. Second, it is very important to closely monitor the trend of asset prices and manage them to prevent excessive asset price bubbles from occurring within the financial cycle. Finally, the US financial market has a significant impact on Korea’s financial market. Therefore, it is necessary to closely monitor the US financial market trends and respond quickly to anomalies in the US financial market in addition to the Korean financial market.
