이 논문의 목적은 Mary Portas가 고찰한 영국의 HS의 현황과 이에 따른 영국 중앙정부의 정책적 대응을살펴보고, 이에 기초하여 우리나라의 도심 상가 재활성화에 대한 함의를 찾는데 있다. 영국 High Street(HS) 재활성화 정책의 핵심은 재활성화를 추구하는 HS마다 타운팀을 구성하여 사업을 추진하는 것이다. 소매업 및 브랜드에 관한 전문가인 Portas는 그녀의 보고서에서 ‘타운 센터(또는 HS)를 기업처럼 운영하라’라고 지적한 바 있다. Portas의HS에 대한 시각을 보다 확대하여 거리 경제가 우리나라에서 갖는 함의를 제시하면 다음과 같다. 첫째, 도시의 중심상가들은 소비의 중심지로 역할을 하지만, 그 이면에는 이러한 소비를 가능하게 하는 생산 중심지의 시장 역할을 한다는 것이다. 그러므로 특정 거리의 성장과 쇠퇴는 바로 지역경제 나아가 국가경제를 피부로 직접 느낄 수 있는 잣대로 작용 한다. 둘째, 상가는 창업의 기반이 된다. 이 창업은 거리의 핵심 산업을 중심으로도 이루어지지만 이를 지원하는 다양한 서비스업의 창업과도 연계된다. 셋째, 상가는 제조업, 상품, 서비스에서 특화된 독특성을 지니고 있다. 이러한 경제지리적 특성은 수요시장과 가장 가깝게 맞닿아 있으면서 글로벌-로컬 상품사슬의 손익을 가늠할 수 있는잣대가 된다. 마지막으로, 상가는 상품사슬, 소비층을 중심으로 일련의 계층을 지니고 있다.
Abstract
The main aim of this article is to explore recent trends in and tendencies of high streets in the UnitedKingdom by Mary Portas and then subsequently, to present its policy implications of urban revitalization. Portasargued the establishment of Town Teams for revitalizing communities of high streets in the UK, and suggested thathigh streets have to be regarded as the management of one company or enterprise. Within the Korean context,policy implications of Portas’s reviews are as follows; Firstly, the high street is a core area for production andconsumption. Secondly, it is a base of a start-up and business incubation. Thirdly, it has uniqueness andparticularity for manufacturing, commodity and services within the context of the global-local commodity chains. Finally, there is a hierarchy of different high streets with respect to commodity chains and the class ofconsumption.
