우리나라의 지역별 산림인증 원목 생산 및 이용 실태

본 연구는 우리나라에서 FSC 산림인증을 취득한 12개 지역에서 생산되는 원목의 생산 및 이용 실태를 분석하여 금후 국내 자체 산림인증제도 도입 운영과 국내에서 생산되는 산림인증 원목의 유통 체계 구축에도 활용하기위해 수행하였다. 연구결과, 2006년 우리나라 최초로 FSC 산림경영인증을 받은 이후, 2013년 12월 현재 총 12개 기관이 취득한 산림인증 면적은 394,918.38 ㏊이다. 이중 국유림면적은 378,829 ㏊로, 산림인증을 받은 총면적의95.9%를 차지하고 있어 우리나라의 산림경영인증은 국유림을 중심으로 취득이 이루어지고 있다. 우리나라에서 산림인증을 받은 원목 생산량은 2006년 125.9 ㎥를 시작으로 2013년 말 총 308,052.2 ㎥가 생산되었으며, 특히 2009년부터 급격한 증가 현상을 보이기 시작하였다. 그러나 우리나라 산림에서 생산되는 원목 중에 국유림에서 생산된 원목은 온비드의 공매입찰을 통해서만 국내 목재시장으로 유통이 이루어지고 있다. 이와 같은 매각시스템으로 인해 산림인증을 받은 국유림에서 생산된 원목이 공매입찰을 통해 제품인증을 받은 업체로 유통되고 있는지에 대해서는 거의 알 수가 없다. 따라서 산림인증을 취득한 국유림에서 생산되는 원목에 대해서는 제품인증을 받은 업체가 1차적으로 입찰을 하고, 유찰이 되는 경우에 한해서 기존 방식대로 운영하는 방안을 검토할 필요가 있다.
Abstract
This study analyzed the production and use of certified timber produced in 12 operational sites in thecountry certified by the FSC forest certification in order to use for the future domestic forest certification schemeand for the distribution market of certified timber produced domestically. As the results, from 2006 of the firstFSC forest management certification in Korea to the end of 2013, the total area of FSC certified forests is394,918.38 hectares. Among the area, national forests occupy 95.9% as 378,829 hectares which means most ofcertification has been occurred in the national forest. The total production of certified timber in the country was308,052.2 ㎥ as of the end of 2013 since 2006 when the first production of certified timber was merely 125.9 ㎥. and the production of certified timber rapidly increased from 2009. The distribution of timer produced in thenational forests is only made through a public auction of the domestic timber market bid system Onbid. Due to thesale of timber by such a bidding system, certified timber produced from the national forest also goes to thisprocess and is unknown whether it is sold to the certified company or not, being unable to make sure the CoC. Therefore, it is necessary to consider that certified timber is only given to the bidders who have certificates oftimber certification, and if it is not sold, then the right of bidding also is given to the non-certified companies
