본 논문은 사회적 취약계층에게 사회적 서비스 및 안정적 일자리를 제공하기 위한 수단으로서, 사회적 가치와 경제적 가치를 동시에 추구하는 사회적 기업을 활성화하기 위한 정책방안을 모색하려는 것이다. 이를 위하여 우선 사회적 기업의 개념과 특성 등을 중심으로 이론적 논의를 행하고, 서구 및 한국에서의 사회적 기업의 발전과정을 고찰하였다. 다음에는 외국의 사회적 기업에 대한 지원정책 및 시사점을 영국의 Social Enterprise Action Plan: Scaling New Heights를 중심으로 논의하고, 이를 통하여 한국에서 사회적 기업을 활성화하기 위한 구체적인 정책방안들을 논의하였다.
Abstract
This article aims to explore the policy alternatives to activate social enterprises, which pursue both social and economic values, as a way of providing the socially disadvantaged with social services and stable job opportunities. For the aim, this article, at first, discusses the theoretical perspectives on the concepts and characteristics of social enterprises, and then examines the development of social enterprises in both western advanced countries and Korea. The analytical framework comprising the roles of public and private actors, including those of social enterprises, is also formulated to guide the following chapters of empirical analyses and policy suggestions. The next charter analyzes the government policies in western democracies, designed to support social enterprises, putting an emphasis on the analysis of the UK's social enterprise supporting program - Social Enterprise Action Plan: Scaling New Heights. Lastly, this article concludes with the policy suggestions for the activation of social enterprises in Korea.
