인천의 지방의회의원선거와 선거구획정의 특징

이 논문은 1995년 제1회 전국동시 지방선거부터 2022년 제8회 동시선거까지 인천의 각급 의회의원 선거구획정이 어떻게 이루어졌는지 규명한다. 여기에서는 먼저 선거구획정에 대하여 이해하기 위하여 이와 관련된 법적인 규정과 기준에 대하여 살펴본다. 그 뒤 인천에서 시의회의원과 기초의회의원 수준으로 나누어 선거구획정의 주요 과정과 특징을 각각 찾아본다. 이 논문에서는 선거구획정에서 특히 표의 등가성은 물론 지역의 대표성과 밀접한 인천의 각급 의회 수준의 의원정수에 초점을 맞추고 다른 광역시·도의 의원정수와 서로 비교한다. 그 결과 이 논문에서는 인천시의회 의원정수가 「공직선거법」의 개정과 인천인구의 변화에 따라 달라져 왔다는 사실을 발견한다. 2000년 이후 인천시의회 의원정수가 인천의 지속적인 인구증가에 따라 늘어왔지만 다른 광역시·도의회의 의원정수와 비교해보면 비례성이 상대적으로 더 낮다는 사실이 드러난다. 다음으로 인천의 기초의회 선거구획정에서도 상당히 비슷한 현상이 목격된다. 특히 의원 1인당 대표하는 주민의 수를 기준으로 할 때 인천에서는 광역의회보다 기초의회에서 상대적으로 비례성이 더 적었다. 또한 인천 안에서도 기초의회 사이의 인구 비례성이 상당히 차이가 있는 것으로 나타난다. 이 논문과 같이 인천의 지방선거 선거구획정에 대한 특징을 광역의회 수준과 기초의회 수준으로 나누어 체계적이며 종합적으로 분석하고 비교한 연구를 찾기는 쉽지 않다. 또한 다른 광역시도의 지방선거 선거구획정 결과에 대한 특징을 다룬 연구도 매우 드문 것이 사실이다. 따라서 이 논문은 새로운 학술적 기여라는 측면에서 적지 않은 의의가 있다. 이러한 학술적 연구 결과 특히 인천의 의원정수는 전국에서 가장 인구비례성이 적은 편에 속해 있다는 사실이 재확인되었다. 이에 따라 인천의 지방선거 선거구획정에서 남는 과제는 표의 등가성을 향상시켜 인구비례성을 높이기 위하여 인천의 의원정수를 다른 광역시도 수준으로 늘리는 작업이 될 것이다.
Abstract
This piece attempts to ascertain the characteristics of the electoral redistricting of the local elections in the metropolitan city of Incheon between 1995 and 2022. This study starts with a review of legal and institutional mechanism set by the Election Law and the Constitutional Court of Korea. Then, this research analyzes the major processes and characteristics of the electoral redistricting of the local elections both at the levels of the Metropolitan City Council and the lower Councils in Incheon. This essay also compares the proportionality and representativeness of the votes cast by the citizens of Incheon with those of other metropolitan cities and provinces. As a result, this study finds that the numbers of the members of the Incheon Metropolitan Council have changed in accordance with the revisions of the Election Law and the increases in the population of Incheon. The numbers of the members of the Incheon Metropolitan Council have increased as the increases in the population of the Incheon city since year 2000. But the proportionality and representativeness of the votes are worse in the Incheon Metropolitan Council than in most of the other Metropolitan Councils. The same is also observed in the lower levels of local councils in Incheon. Also, the proportionality and representativeness of the votes are worse in the lower local councils than in the Metropolitan Council in Incheon. In addition, the proportionality and representativeness of the votes are widely varied across the lower local councils in the same Incheon city. This research is the first to analyze and compare the characteristics of the electoral redistricting of the local elections in the metropolitan Icheon city. It is also very hard to find such a study focusing on the other metropolitan cities and provinces in Korea. The major implication of the piece is to emphasize the efforts to increase the numbers of the members of the Metropolitan City Council as well as the other lower local councils in Incheon in order to improve the proportionality and representativeness of the votes.
