Abstract
This essay ascertains the characteristics of voter turnout and explains the factors determining voter participation in the Greater Incheon. This study includes all the national and local elections held after the democratic transition in 1987. In doing so, this essay employs various aggregate data collected by National Election Commission, National Statistical Office, and Incheon Metropolitan City. As a result, this study finds, first, that voter turnout has always recorded the lower rates in Incheon than any other major cities and provinces. Regionalism is the weakest and the proportion of the permanent residence is the lowest in Incheon. Secondly, voter turnout tends to be lower, as the district is closer to Seoul. Population mobility is higher in the Incheon area that is closer to Seoul and those who reside in the apartment complex are even more in the Incheon area near Seoul than their counterparts.
