현하의 지상파 재송신 문제에 대한 정책 개입의 본질은 전통적인 보편적 시청권 확보 목표와 새롭게 부상한 유효경쟁 환경 조성 목표 간의 균형점을 잡는 작업이다. 이 연구는 방송 시장의 유효경쟁 확보 관점에서 지상파 방송사와 유료방송 플랫폼사업자의 경제적 손익을 추정할 수 있는 요인 및 산식을 도출하는 한편, 실제적인 데이터를 활용하여 지상파 재송신으로 인한 지상파 방송사와 유료플랫폼사업자 간의 이익형량을 시도하고자 한다. 이를 통해 최근 논란이 되고 있는 지상파방송 재송신 대가의 합리적 정산 방식 및 대가 수준을 제시함으로써 지상파 재송신 대가 분쟁과 관련한 정책 결정을 내리는 데 있어 하나의 판단 근거를 제공할 것이다. 나아가, 지상파 재송신 이익형량이 지상파 방송의 보편적 시청권 확보 목표와 연계되는 지점을 논의함으로써 향후 지상파 재송신 정책의 방향성을 제시할 것이다.
Abstract
The ultimate policy goal of terrestrial broadcast retransmission is to walk the tightrope between guaranteeing universal access to terrestrial TV services and fostering fair and effective competition among broadcasting market participants. This study examines all relevant factors and formula for calculating the revenue of both parties generated from terrestrial broadcast retransmission and strikes a balance between terrestrial broadcasters and pay TV operators using market data. Based on results, this study suggests a reasonable price level and calculation method for a retransmission deal and provides the fundamental basis for the terrestrial broadcast retransmission policy decisions. Futhermore, it is discussed that how universal access right to terrestrial TV services is related with the application of interest balancing mechanism. Finally, it offers policy recommendation to impose universal coverage obligation on terrestrial broadcasters in order to use negotiating leverage in retransmission agreement.
