인공지능과 정보통치성: 인공지능과 자동화 사회에 대한 알고리듬 통치성의 비판적 확장으로서 정보통치성

이 연구는 루브루아와 베른의 알고리듬 통치성과 스티글러의 자동화 사회 논의를 정보통치성의 개념 아래 지식, 사회, 주체의 구성 측면에서 비판적으로 재구성하고자 한다. 스티글러에 따르면 자동화 사회의 통치성은 알고리듬 통치성이다. 알고리듬 통치성의 방법론적 지식은 빅데이터 분석과 인공지능이다. 빅데이터 분석 아래에서 이론과 규범은 종말을 고한다. 빅데이터를 활용한 인공지능 기반 추천 알고리듬은 프로필화된 주체를 구성한다. 이러한 주체가 구성하는 사회는 모든 저항이 이미 선제적으로해결되는 자동화 사회이다. 이러한 자동화 사회에서 저항하기 위해서는 탈자동화된수행을 복원해야 한다. 이 연구는 이러한 알고리듬 통치성 연구를 계보학적 관점에서 검토한 뒤 정보통치성연구로 확장하고자 한다. 이 연구의 주장은 다음과 같다. 첫째, 빅데이터 분석으로 헤게모니를 잃게 되는 이론과 규범은 모든 이론과 규범이 아닌 기술통계와 추리통계를통해 구성된 사회과학이다. 둘째, 자동화 사회를 구성하기 위한 빅데이터 및 인공지능인프라 구축 단계에도 여전히 수많은 탈자동화된 수행이 개입된다. 그러나 이러한 탈자동화된 수행은 자동화 사회에 대한 대항품행에 그친다. 셋째, 자동화 사회의 주체인프로필 주체는 지배당하지만 저항하는 주체로서의 잠재력을 갖고 있다. 넷째, 알고리듬 통치성을 정보통치성의 한 형태로 간주하여 현대 시장 자유주의 통치성의 계보학속에 자리매김시킴으로써 그 대안을 단순히 대항품행으로서의 탈자동화가 아닌, 시장자유주의 통치성 자체의 패러다임 변화로서 제시할 수 있다.
Abstract
The study seeks to critically reconstruct Louvre and Bern's algorithmic governmentality studies and Stigler's discussion on automated society in terms of knowledge, society and subject from the perspective of informational governmentality. According to Stigler, the hegemonic governmentality of an automated society is the algorithmic governmentality. The methodological knowledge of algorithmic governmentality is big data analysis and artificial intelligence. Under big data analysis, theories and norms come to an end. AI-driven recommendation algorithm that utilizes big data constitutes a profiled subject. The society formed by these subjects is an automated society in which all resistance is already preemptively resolved. In order to resist in such an automated society, de-automated performance must be restored. The study seeks to review algorithmic governmentality from a genealogical point of view to expand it into informational governmentality. The study's arguments are as follows: First, the theories and norms that lead to the loss of hegemony through big data analysis are social sciences composed through descriptive statistics and inferential statistics, not all theories and norms. Second, numerous de-automated practices are still involved in the stage of building infrastructure of big data and artificial intelligence to form an automated society. However, this de-automated practice is nothing more than a counter conduct to an automated society. Third, the profiled subject, the main body of an automated society, has the potential as a governed but resisted entity. Fourth, by reconsidering algorithmic governmentality as a sub-form of informational governmentality and establishing it in the genealogy of modern market liberal governmentality, the alternative can be presented as a paradigm shift of market liberal governmentality itself, not merely as a de-automation as a counter conduct.
