빅데이터 시대의 통치성 : 푸코의 관점에서

이 글은 푸코의 통치성 개념에 근거하여, 빅데이터가 가져올 사회적 변화를 전망하고자 한다. 푸코에게 있어 통치성은 권력을 가진 계급이나 그룹의 일방 적 권력 행사가 아니라, 다양한 주체의 권력관계의 효과 내지는 결과를 의미한 다. 통치성 개념은 미시적인 영역부터 거시적인 영역까지 우리의 삶을 둘러싼 사회적·정치경제적·윤리적 실천의 장을 다양한 층위에서 고찰할 도구로 쓰일 수 있다. 한편 빅데이터는 통치와 결부된 실용적인 지식인 통계학의 일종이자, 종래의 통계학과 현실을 뒤흔드는 혁신이다. 빅데이터는 그 방대한 양으로 인하여 통 계 자체의 질적인 변화까지 초래했다. 빅데이터는 전체로서의 인구뿐만 아니라 개인을 특정하여 파악하고 적용될 수 있다. 빅데이터로 인해 개인에 대한 정보 는 본인이 알지 못하는 수준까지도 공적 영역으로 들어가게 된다. 푸코의 통치 성 개념은 빅데이터가 변화시키는 거시적인 동시에 미시적인 변화를 파악하는 데 유용한 도구로 쓰일 수 있다. 본 논문은 푸코의 통치성 개념에 의존하여, 오늘날 신자유주의적 통치성의 특징을 밝히고, 빅데이터가 초래하는 통치성의 변화 및 빅데이터 시대의 통치성이 주체에 미치는 영향을 전망하고자 한다.
Abstract
This article aims to prospect the societal changes that big data brings, based on Foucault's concept of governmentality. According to him, governmentality does not means the power taken by certain classes or certain groups, but the effect of the relationship between various subjects. The concept of governmentality can be used as a tool to consider various areas of social, political and ethical practices, from micro level to macroscopic level. Anyway, Big data is a kind of practical knowledge associated with governance, and also an innovation that changes the usual statistics and realities. Big data has resulted in the sheer amount of qualitative changes resulting from the massive amount of data. Big data can figure out a population as a whole, as well as each individual. Analytic result of Big data can be applied to population as a whole and individuals. By big data, even unknowable things become objects of knowledge and parts of public things. This article, relies on Foucault's concept of governmentality, intend to figure out what the charateristics of the contemporary neoliberal governmentality is and what the big data makes different of governmentality. Futhermore, this article intend to prospect what the change of governmentality by big data impact to affect subjects.
