Abstract

This study analyzes South Korea’s “people-centered AI ethics standards” discourse and related government policies to highlight gender equality issues that should be considered in AI ethics standards and policies. Currently, South Korea’s policy discourse does not address gender issues separately; instead, it sets accessibility and bias removal as core tasks from a diversity perspective. However, accessibility issues are evaluated using existing information gap models, which makes it difficult to address problems related to understanding and utilizing AI technology. Furthermore, when eliminating bias is set as a core task, the process of inputting and adjusting data to remove bias may reproduce existing discriminatory categories. Meanwhile, the social structures that generate bias in the real world remain undiscussed. Discourse on AI labor policy has centered on a catch-up discourse focused on talent cultivation and industrial development. This discourse has failed to establish a framework for discussing the impact on workplaces and individual labor rights. This study argues that discussions on AI and gender equality must move beyond an ethical standard that minimizes bias based solely on statistical averages. This standard fails to consider structural perspectives or respect differences. A more multi-layered approach to gender equality is required, including visualizing labor, considering care ethics, and digitizing diverse knowledge.
