이 연구는 지역경찰 전문화 교육의 전이효과를 결정짓는 요인을 경험적으로 분석하는 데 목적이 있다. 이를 위해 2024년 상반기 지역경찰 전문화교육을 이수한 지역경찰관 493명 중 단순 무작위 표본 추출을 통해 2024년9월 1일부터 9월 14일까지 총 220명의 응답을 받았다. 이후 불성실한 응답1건을 제외하고 최종 219명의 응답 데이터를 분석에 활용하였다. 전이효과를 평가하기 위해 교육 시점과 교육 수료 시점 간 일정한 시간적 간격이요구된다는 점을 고려하여, 2024년도에 시작된 지역경찰 전문화 교육을수료한 지역경찰관을 대상으로 수료 직후인 9월에 설문조사를 하였다. 분석 결과, 교육훈련 특성 중 교육타당도, 피훈련자 특성 중 전이동기, 조직환경 특성 중 변화가능성은 전이효과와 긍정적인 관계를 나타내었으며, 이러한 영향은 통계적으로 유의한 것으로 확인되었다. 반면, 교육훈련 특성중 강사의 능력은 교육타당도가 제외된 모형에서만 전이동기와 변화가능성과 함께 전이효과에 유의한 영향을 미치는 것으로 나타났으며, 이는 통계적으로 유의한 것으로 분석되었다. 아울러 독립변수 중 전이효과에 대한 설명력은 전이동기가 가장 큰 것으로 확인되었다.
Abstract
This study empirically analyses the factors that determine the transfer effect of training for the specialisation of local police. Among the 493 local police officers who completed the local police specialisation training in the first half of 2024, a simple random sample was used to collect 220 responses over a 14-day period from 1 September to 14 September 2024, and 219 responses, excluding one unfaithful response, were used for the final analysis. The measurement period for evaluating the transfer effect should have a certain difference between the time of education and the time of completion of education, so the survey was conducted in September immediately after the completion of the training for local police officers who completed the training for local police officers that started in 2024. The analysis showed that the transfer effect was positively related to the training validity among the characteristics of the training, the transfer motivation among the characteristics of the trainees, and the changeability among the characteristics of the organizational environment, and that the influence was statistically significant. On the other hand, among the characteristics of the training, the ability of the instructor was found to have a negative relationship with the transfer effect along with the transfer motivation and changeability only in the model excluding the educational validity, and it was found to have a statistically significant impact. In addition, among the independent variables, the transfer effect was found to have the greatest explanatory power.
